  3.     Far from raising "serious questions of practicality, if not
  4. constitutionality," my proposal to get drug dealers out of
  5. public- housing (NATION, May 1) would waive burdensome and
  6. time-consuming HUD lease and grievance procedures. It would
  7. reduce, sometimes by up to a year, the time it takes to evict
  8. drug pushers in communities where state laws fully safeguard the
  9. due-process rights for innocent residents. Ironically, this
  10. aspect of my plan, most widely acclaimed by public-housing
  11. residents and authorities, is also the one most decried by the
  12. legal-aid community.
